What is it with the Government? (Or, should that be police?)

Can't we do anything anymore?

A motorist moves his switched-off phone from his pocket onto the dashboard and gets fined £150 for 'using' it.

What's going on in the world?

Were they waiting to pounce on him, or something? They must have been spying.

How else would you notice something like that?
